Blockaded ports cannot be used, and the AI sealifts reinforcements to its threatened ports too.
- The ocean ban applies to [b]human players only[/b]. The AI builds or buys Troop Transports for its [b]naval invasions[/b] and its [b]overseas settlers[/b], and sails them escorted; only when no ship is ready in time, or for anything else it moves, does it still cross Oceans the vanilla way.
