3.0 Voting System

Change :
Add Spanish (Deepl translation). Accents cannot be encoded. I don't know if it work well. 
Minor translation fix for French and English.
Council votes (for mods’ additions) have been revised:
    -Traits and government types (feudal, republican, religious and tribal) take precedence over the councillor’s faction (except for ‘loyal’ and ‘dissatisfied’ councillors, who always vote with or against you respectively).
	-Regarding corruption, pragmatists will tend (though not always) to increase it, glory-seekers to strike a balance, and zealots to reduce it.
    -Regarding obligations, pragmatists tend to do nothing, glory-seekers to increase troops but lower taxes, and zealots to reduce troops but raise taxes.
	-As for the laws of the LOR Council, regardless of faction, they will tend to be reduced.

Bugfix : 
The Gavelkind Succession didn't work, it is now fix.
The Military and Primogeniture Game Rule description didn't work, it is now fix.

Les votes du conseil (pour les ajouts du mods) ont été retravaillé :
	-Les traits et type de gouvernement (fédoal, république, religieux et tribal) sont prioritaires par rapport à la faction du conseiller (sauf loyal et mécontent qui votent toujours respectivement avec ou contre vous).
	-Concernant la corruption, les pragmatiques auront tendance (ce n'est pas absolu) à l'augmenter, les chercheurs de gloire à trouver l'équilibre et les zélé à la diminuer.
	-Concernant les obligations, les pragmatiques ont tendance à ne rien faire, les chercheurs de gloire à augmenter les troupes mais baisser les taxes et les zélé à diminuer les troupes mais augmenter les taxes. 
	-Concernant les lois du conseil LOR, qu'importe les factions, ils auront tendance à diminuer.

Bugfix : 
La Gavelkind Succesion ne fonctionnait pas, cela a été résolu.
Les règle du jeu Militaire et de primogéniture n'affichait pas la description, cela a été résolu.
